Only 1 seal is frozen to the shaft? How long did the boat sit in the water without use? Been having trouble understanding how this could have happened.

The other shaft is at least sticking but it went into gear without tearing anything up. Boat sat for over a year. Started it and put it in and out of gear regularly but did not move it.

You and me both.

I understand these shaft seals have a 10% failure rate

I own a Cabo and did just what you did . I have not had one bit of trouble with the Tides system. I changed the seals this winter cause I pulled the shafts and replaced both bearings. I pull water from the trans cooler and installed a crossover just in case.
 
I have the cross over and the cooling water flow does not appear to be the issue, as I have 2 ga/min at idle which is twice the recommended amount.
