Not sure where the 1.148 comes from. Usually all N90s are 1.460.
0.008 is not much in the big picture but you are firing a bit late IMO.
Do you remember where they were at before your tune-up (tight or loose)?

Hope my below notes help.

1978 engine
Turbo
Intercooled
NON By-Passes blower

N90 injectors.
1.14 A/R turbo horns
Air box pressure 37.7 to 39.5 inches mercury (18.5 to 19.5 psi) @ loaded WOT
Fuel pressure 35 to 50 psi
Coolant temperature 160-185° f

OR

N90 injectors.
1.32 A/R turbo horns
Air box pressure 32.2 to 34.0 inches mercury (16 to 17 psi) @ loaded WOT
Fuel pressure 35 to 50 psi
Coolant temperature 160-185° f


How to tell your tune and WOT RPM settings;
Look at the turbo. The air side made of aluminum facing forward, blowing air into the engine.
Look for a cast number that says 1.** A/R

1.00 A/R min loaded RPM 1800
1.14 A/R min loaded RPM 2100
1.32 A/R min loaded RPM 2300

Add 200 RPM for max high idle (no-load max WOT)

My notes have nothing on the cam shaft advanced. I then assume not on any of the above.
This can be confirmed with the serial number with a real DDC shop.

Btw, I also checked fuel pressure. 20psi at idle. 60psi at 1800 rpm. Other (good) engine was comparable at 64psi.
 
If you have N90 injectors your HP rating is 410 and you should be at 2300 RPM loaded,2450 unloaded. Check the unloaded RPM to eliminate running gear issues.
