As you can see my portlight frames have seen better days. Not sure why they're cracking, other than being 40 years old. Is there a seal or gasket that can be replaced under the frame or is this some sort of old caulking that has deteriorated? Is the common fix a fine bead of caulk, seals or just replacing the entire portlight?

They don't appear to leak at all but I'd like to get ahead of it.

Those cracks are just in the outer trim ring. That does nothing to seal the actual portlight. Caulk the joint between the trim ring and the protruding port if it leaks.

Sam’s has the trim rings if the cracks are all the way through the rings .

Trust me when I say if your port lights aren’t leaking, don’t mess with them. As others have said it’s just a trim ring that can be removed, purchased from Sams and reinstalled. Take the time to caulk around the port light when you remove the trim ring and then re-caulk after installing the trim ring. Others have said removing the port lights is a fairly straightforward job, it’s not, especially if there’s any rot in the bevel ring that’s on the inside of the port light. If there’s rot, it becomes a fairly difficult job, especially if you have no woodworking skills to reproduce then reinstall.
