That’s definitely water getting under the base. Pull it off clean it good and rebedwith 5200. Find a product called Wink rust remover it works like magic on rust. I use dielectric grease or tef gel on the screw threads so the 5200 doesn’t stick to them but still waterproof.

FSR will clean that rusty area under the stantion. Might take letting it sit a while.
