Could be an air leak. I had an issue with my 18 Norpro a few months ago where it would not hold a load and would hunt. After a while, I put a temporary electric pump at the tank pick up and noticed fuel dripping from the favor bowl at the plug used to out a water sensor. That small air leak was causing it to hunt and stumble under load

The best way to install a permanent pump is with a couple of three way valves and the pump in parallel

That said, I still don’t understand how your gen fires up for a couple of seconds if your Racor is half empty.

I will get the add fuel pump and a seal kit for the racor and see if that resolves the issue. I'll keep everyone posted.
