new cable cable returns to 1500 rpm when I release even from wot ?

Hello everyone.................just installed new throttle cable on lower station can't get it adjusted properly, it wants to return to 1500 rpms if I don't hold it open. Lower rpms seem to be okay ??? how do I adjust it ?? Thanks....Woody

If it's a Detroit 6-71 my mechanic said to adjust the governor return spring on top the motor. It's the 10inch long spring on the top of the 6-71. That's all I know. But be careful, a little goes a long way.
