Sounds like a dumb suggestion from an insurance carrier concerned about a slip and fall on the dock, but not the safety of boat and crew.
 
The only reason that I can think of is if they have unprotected plastic water pipes and outlets running up some pilings. They could be concerned about dock lines pulling something like that loose.

Just a guess. I would ask why the policy was put in place.
 
Do these pilings anchor a floating dock? It is possible that they are concerned that in a strong blow, boats tied directly to the pilings could possibly dislodge the entire floating dock if they were to pull free. If tied to cleats, individual boats could be sacrificed to the storm allowing the balance of the boats and floating docks to survive? Just a thought...

No. They are fixed aluminum docks.
