Has anyone figured out how to get Hulu through a cell phone or hot spot while underway within reach of cell service?

I turned off the analog satellite KVH and haven't figure the mobile part.

I’m not sure I understand the question: can you connect and stream when at the dock? If so then there is no reason you cannot continue when you are underway, as long as you have a signal. If you cannot stream when connected to LTE at the dock or at home, then you have a device specific issue.

I do this all the time. I have a Roku stick that plugs into the HDMI on the TV and use my cell hotspot to stream hulu. You can also use a computer/ipad/etc.
