By my count, they list 38 co-sponsors including a big number of Dems...that tells me it's pretty much a shoo-in to pass. I guess the worst case scenario would be that it might not pass in time for the Sept. phase-in of the new discharges order, but hopefully the regulators in charge would opt not to enforce against rec boaters.
