An update to this: turns out that the primer bulb pumps pretty well, but does not function as a check valve. I put a ball-valve turnoff in the fuel supply line, and while I was at it, changed the secondary and primary fuel filters, filling both of them with clean fuel. It now starts instantly. I keep the valve closed until it cranks and fires up and then open it. So far, so good. Today I'm going to warm her up and then change the oil. Also I need to set the valve clearances but that's for another day. Thanks to all for the help.
If you live, as I do, in an area with a lot of tall old trees and all the power lines are overhead, you quickly appreciate the peace of mind that you get with a standby generator. It has saved me a lot of aggravation with our local power company, BG&E, who aren't worth much.
I forgot to mention that the turnoff valve is located after the primer bulb, before the fuel filter, so it keeps the primary filter, which is quite large, from draining back into the tank.
