Can you tell me what this is?

2000 75’ CPMY Hatteras. I can’t figure out what this is. It is bolted thru very well, strong enough to tow or be towed. Thought at first to hold a flag but the flag bracket is on the aft deck. The dia. Of the hole is 1 1/4” maybe. Just trying to figure the boat out. Thanks for any help.

Pad eye for holding the dink sideways on the swim transom.
Do you have Weaver Clips on your swim platform edge?

Could be for gang plank . Our boat had been to Europe and needed this for a Med mooring situation.
