if chasing the female threads is not possible then the flexible dremel attachment and wire wheel may get 'er done as outlined in the fuel injector thread right near this one:

I've had good results using valve lapping compound to tighten/align NPT elbows. Generally it takes only a few minutes of working the fitting back and forth (with the lapping compound in the threads) to get an extra turn. The down side for your application is that you will have to remove and disassemble the oil filter casting so you can clean all of the abrasive lapping compound out of the treads. I use brake cleaner to be sure all of the compound is removed.
