You can mount the starter on either side of the engine you just have to use the correct rotation starter for that particular mounting location and for the correct engine rotation. The 12v92s use two starters (one on each side) and they turn opposite directions from each other! You can better see this in a drawing or the actual engine. This is not rocket science but if you don't have a lot of experience it can be rather confusing. Nothing worse than going down to the parts house and getting the wrong starter for the mounting location and rotation. You have to know whether it is RD,LD, or RC, LC, you have two choices per mounting location, so if you have to guess which rotation you need you only have a 50/50 chance of getting it right.! :D
 
On the blower drive question, the blower rotation direction is controlled by the second gear mounting location on the front of the block (blower/cam shaft drive gears). If they got this wrong during the rebuild the engine crankshaft and starter will rotate the way it was intended (assuming they used the correct starter) but the camshafts and blower will be turning the opposite direction (very bad). If you are lucky they have installed an incorrect rotation starter, if they really screwed up, then, the front of the engine will have to be torn down and move the drive gear to the correct location. There are five gears in the drive system, Gear #1 is mounted on the crankshaft (main drive gear), Gear #2 is mounted at either the right or left mounting locations (for L or R rotation) Gears #3 and #4 are camshaft drive gears, #5 is the actual blower drive gear. Cross your fingers and hope they just put the wrong starter on it.

I think you figured it out. It is probably the #2 gear that is mounted wrong. As I said before, I doubt it is the starter or there would be exhaust coming out of the air intakes upon startup. If the #2 gear is the cause, then the rotation would be correct, but the cam would be running backwards as well as the blower. Is that right?
 
Yes! But the exhaust valves and fuel injectors would be so far out of time I don't know if it would even run. My guess is that it is still the starter turning the engine backwards. This is also the least expensive problem to have.

FYI after scanning my manual there is a lh & rh rotating blower it is changed buy switching drive gears around Thanks for all your input
