It used to be that way in the old 160 meter AM radios. I don't recall anyone building a two meter collinear antenna that requires the two pieces to have it function. The 7/8 wave J pole also does not require the extension. I think its just gets you to think that your getting something special. They even use a special coupling that joins them together. I think the extra section helps in height. A 9db 2 meter collinear or J pole is not that long or tall. They also may need it to insure that the antenna is up and away from any structure. The collinear or J pole does not require a counter poise. The collinear is a fussy antenna when it come to being to close to a structure. It then becomes a crummy directional antenna. I collect old antenna casings I take them apart and put my own designed antenna inside for different frequencies.
If you are only interested in one direction you could use a beam antenna and just point it. Then you can really have a signal.
