SUPCO makes a time delay potential (starting) relay. Works on time verses voltage. I've used them several times with good luck, especially when a different compressor has been used

Quick update on compressor sound level with new run capacitor. Checked the system pressures in a stable run mode and found the refrigerant charge low. Topped it off to spec. and same sound that I remember from the past returned. Seems the buzzing sound level is proportional to the system pressure. So, at least for me, I learned a new diagnostic technique for these compressors, if it is not making a good bit of noise, check the refrigerant charge!

There are two ways to assess your charge level without gauges, both are general not exact.

1) Measure the difference between the air going into the evaporator return and the air coming out of the duct closest to the evaporator. Have your baseline (delta T) and watch for a change of around 5 degrees F. All mine run around 22F when happy.

2) Grab the suction (larger) refrigerant pipe near the service valve. Once its no longer cool/cold and sweating, charge is probably getting low.

There can be a lot of other problems not highlighted with thiese quick tests so don't rely on them soley. Example: as your exchangers get fouled your high side pressures go up and you won't know this. BTW, keep acid out of that circuit until its a last resort. I break the salt water circuit apart and use high pressure water from the garden hose and my exchangers work as new after 15 years. Acid can hasten their failure and that can trash the whole system.
