I just replaced a leaking cylinder on the port side and in calibrating the fin back to center process I also checked the starboard side which I had someone else replace a couple of years ago when it was leaking. The port side, I just did moves smoothly at the dock while adjusting the centering position placement. The starboard side was not centered correctly when I checked it so I loosened it and noticed when moving it that it didn't move smoothly but jerked some while in motion. Looking for all of your insight on the possible cause? I am pulling the boat...again...as the long bolt running through the hull turned and the seal of the bolt compromised. I will have both bolts resealed and new shaft seals installed at the time. It is a Multi Sea 2 system.
I have Stabilized Marine out of Ft Lauderdale coming to do the seals....has anyone used them in the past?
 
I believe your system is the same as what was on my old 43.
Assuming the roughness is with the system off, it sounds like the bearings may be binding as a result of seawater intrusion.

Concerning the bolts. Those can only be tightened when someone is outside the hull holding the other end. There are torque specs. Don't over tighten
