You qualify for Lifeline Service in your area if...

1.You already participate in one of the following assistance programs:

•Federal Public Housing Assistance / Section 8
•Food Stamps
•Low Income Home Energy Assistance Program (LIHEAP)
•Supplemental Security Income (SSI)
•National School Lunch (free program only)
•Temporary Assistance for Needy Families (TANF)
•Medicaid
2.No one in your household currently receives Lifeline Assistance through another phone carrier. If someone in your household is receiving Lifeline Assistance you must cancel the service before applying for Lifeline Service through SafeLink Wireless.

Outside that, why would "Lifeline Assistance" need anything more than the ability to call 911 and the local employment office? I'm sure all phones have caller ID ability, but that struck me as odd. Almost as odd as allowing the rollover minutes and voicemail. There has to be a Blackberry joke in this someplace, but it's just hard to think of any of this as being funny.
