Probably by necessity the windlass drips rain water into the anchor locker on my 45C. Is that everyone else's experience?

But the covered hawse (sp?) pipe next to the windlass leaks like a sieve? Is this acceptable?
 
No.

My 45C did not leak from either, provided that I properly covered the rope pipe when I was done with it.

If the windlass itself is leaking rain water look CAREFULLY for where/how. It may also be leaking that same water into the deck core, and having been there, that's a problem you don't want!
 
If I forget to put the cap on my Hawse pipe, it leaks durring a rain. It probably does not hurt much, but It makes for letting moisture in the boat sitting around since it is dripping on 900 ft of anchor line.
 
I just reinstalled my GM windlass a couple of years ago and NO LEAKS at all. I would be concerned if you have water coming in there because that probably also means that you have coring material that is also getting wet. I put a deck plate in the aft surface of the pulpit so I can look in there and make sure there is no water coming in. It also allowed me to seal all of the penetrations through the deck on the bottom and the top of the deck.
