Walker Fuel-seps, real or shake oil?

Exsailor suggested Walker fuel-seps might reduce sooting on the transom. Another friend who has lots of engine experience has had the same result. But, the skeptical chemist in me keeps me from believing these things are anything more than snake oil…. so what is the experience of others with these things, and can anyone explain how they are supposed to work their magic?

The basic idea is that they have a platinum ribbon inside. As the fuel passes by it is supposed to cause a reaction and in the process oxygenate the fuel, giving a cleaner burn. They have about a 5 year lifespan.
I have installed them on a number of boats including the previous one. Some people claim they helped and others [ including myself] did not notice much difference. Personally I would save the money. Dave
 
I don't know about the Fuel-Sep, but here's a real great deal--it will turn two-buck chuck into six-buck chuck just by exposing your wine to a high-intensity magnetic field. Who wouldn't want that??

Bet it won't smoke the transom either!

I have seen overpropping as one of the biggest cause of soot do you turn up more then rated rpm. If you just make it to you rated rpm or under it I would start there.
