Throttle Spring continues to pull back

Well, I've put the new cables on, and adjusted the throttle spring bolt way out and way in. Loose and tight. No matter. with the motor off, the throttle advances up to almost full throttle and stays there. Turn on the motor, push the throttle up and it returns to about 12 to 1300 from anything over that, no matter how much I try to keep it advanced. Any suggestions. The glendenning as far as I know does not work and has not worked for years. Think it has anything to do with it ?

Dis connect the cable get a service manual and very carefully follow the instructions for adjusting the slide bolt where the spring attaches and the spring itself.
