SSB Installation in a 45C

The owner's manual says a screen mesh can be found forward in the flybridge for use as a radio counterpoise. Is this adequate for a SSB installation? I thought below the waterline was better for a counerpoise?

NO. You need to go to the bottom ground plates.The screen is for FM. 2meters. See the notes from last weeks post about the screen.Use copper flashing. BILL
