raw water pump

I did a full rebuild of 2 Johnson f5b-9 pumps. One of the pumps is working great but the other does not pull a prime. I pressurized the system and found no water leaks. I also resealed the cover with gasket sealer. I have already ordered a new one but would like to find out the issue. Any ideas?

Dumb question, but did you remember to install the cam plate?

New cam plate was installed and 100% sure it is in there because I pulled the impeller and spun it 180.

is the sea cock open? try a quick engine rev and see if it picks up prime. on my 46sf a had to do that every time i opened the system

Is that gear driven? Any chance the gear fell off during assembly?
