Sky's response to my post regarding my run on head helped me to identify the problem.

The problem was the solenoid; however the solution was a bit more involved.
Dis-assembly and cleaning the diaphram didn't stop the flooding head. An internet search for a replacement diaphram took me to the manufacturer; however they do not sell direct and did not know of any repair kits. The manufacturer directed me to a distributor who located a replacement solenoid and in turn directed me to a refrigeration supplier in my area.
I got the new solenoid, installed it, and am pleased to report that the head now works fine.
Hopefully I will not have to do this again in the near future.
In case someone else has my problem, I would suggest simply calling someone like Defender and ordering the Raritan replacement solenoid. I costs about $10 more this way, but saves a few hours in internet searches and phone calls.
