Picture Posting

I have searched the site and still can not figure out how to get a picture attached to a message. I get as far as trying to upload the picture and the response from the server is I have exceeded my space by the size of the picture which is 38K. At the same time the green bar and associated text indicates I have no attachments uploaded and have used no space. Do I have to do something to get authorized to upload attachments? Help would be appreciated.

Ooops! Looks like something went wrong when I tried to increase the available space yesterday.

Try it again Pete and see if it works now.
