In my 45 years of boating I have never seen them missing, however on this Tiara 6 out of possible 8 springs and set screws are missing. The throttles creep back as a result. Anyone know of a source? Sam's is a no . A boat junk yard is my first thought.

Minney's Yacht Surplus in Newport/Longbeach or Sailor's Friend in Fort Lauderdale.

Try the Blue Peligan in Alameda California. It's a boaters consignment store.

What springs??? The only springs are for the detention balls for the clutches. Throttle creep is usually an adjustment on the engine side. And friction on the control binicle.

Is there maybe a return spring on the engine? There are no springs in Morse controls. Well, except for the detent ball preload springs, which are small ones. And they wouldn't do this in any event.

If you need to buy new control heads, based on the quality and service backup in my experience, I would suggest Panish controls. Very good folks to deal with, and they don't corrode. At least not after ten or twelve years.
