What comprises a Tune Up Kit?

Setting Valve clearance and injector heights annually is really all you need to do. Set the rack if the engines are not DDEC.

My comments are above.

Other than the timing pin gauge and the fuel line nut socket, I use my standard Craftsman hand tools for almost everything you list. I'm not certain about the governor related tools, but I did all my setting adjustments with a screwdriver and box wrench. I have 6v92 engines, but I cannot believe there is much difference.
 
I've seen the entire set on EBay for $400 like Bob I've used std feeler gauges for most but you really need the bent 5/16 and 1/2 pushrods and locknut wrenches. You can also use a digital caliper with a locking depth gauge for the height adjustment but I prefer the snap on dial indicator for more accurate adjustment
