Lofrans Windlass help

I have a Lofrans Tigre windlass which I am servicing. I have the outer clutch, chain gypsy, and shaft key removed, however I am unable to remove the inner cone clutch. According to the maintenance instructions and parts diagram this should slide off the shaft. The cone clutch is loose and will rotate about 30 degrees on the shaft with the shaft key remove but will only slide about 1/4inch down the shaft. Anyone have experience with this?
