46' CONVERTIBLE-Series I (1974 - 1981)
My friend has a late model 42 sf Hatteras with 671s turbocharged. They are tilted on side, I believe for engine room height. Starboard engine is surging at idle and a lot of white smoke. Underway it clears. Could this be injector issue or maybe governor? And could it cause more catastrophic issues if not addressed? Just trying to help

What RPM does it idle at? Does it smooth out when it warms up? White smoke is unburned fuel; usually a bad injector or out of adjustment. I'd start with running the rack, check the injector height with feeler gauges or dial indicator and exhaust valve clearances, then go on to checking/replacing individual injectors.

An infrared thermostat may also tell you which cylinder(s) are not as warm and maybe have bad injectors.

The rack is most likely binding due to a bad injector. If the injector hangs up the engine will run away. Happened to me twice now. The current fuel the envirowhackos have given us is crap. Not enough lubrication quality’s to keep the injectors working properly.
 
R&R all 12 of the injectors first and then give both of the little guys a complete tuneup. It should be done every two years or so.
