What is the best way to give the holding tanks a very thorough clean
I am thinking empty and fill with water and bleach
Various tank products don’t seem to work Maybe the toilet cleaners are negating them?

RV tank treatment. If you can find the stuff with formaldehyde in it that is what you need.
 
Another consideration.

If tank 3/4 full indicator light bulb burnt out, top of tank may be seeping when full, as mine did.
Cleaned & sealed with 5200.

Also, inspect all your head hoses to black water tank. Deteriorate hoses seep/weep the Nasty fluid/smell and will need replacing.

Had both issues. Solved problem.
 
Cleaning holding tanks is a waste of time. Smells are usually from permeated hoses as well as small air leaks when flushing, could be vent hose, fitting or gauge sender.
 
Aqua Kem works good . Aqua Max also .

Hoses are most likely old and smells will permeate through them. Best thing to do is change the hoses completely with the best hose you can buy. If you don’t have time to do that, get a product called odor, gone and spray your hoses. It will knock out the smell for a month or two.
 
The Noflex is a fabulous product. You can order 6 jars directly from the company in Seattle. If you order 6 the price drops to about 18.00. Well the last time I ordered it it was. Sorry I can’t find the number right now.
 
I should have said that I only get smells when a head has been used and the smells are outside the boat
They are emanating from the breathers
 
https://bigorangefilter.com/Our tender is often parked on our stbd side just aft of the holding tank vent. This made all the difference in the world for anyone in the tender when a head was flushed.It’s really just pet store activated charcoal for an aquarium with a couple hose nipples to put inline with your tank vent. Just make sure to put it in a very high spot. …and +1 on Noflex digester.
 
Using that product will eliminate the smell outside of the boat. Put a tablespoon in every time you flush.
 
Years ago I made a charcoal filter out of PVC, barbed fittings etc, and filled with activated charcoal. Plumbed inline on vent hose and odour gone. Replace charcoal every few years and you're good to go. No more smell.
