hi guys know where to go when i need some help.

The coast guard has pulled the markers out of our channel stating core of engineers survey shows to sallow for navigation
. The harbor is a harbor of refuge and so dedicated by congress in 1962. Looks like it is going to cost about 400,000
to dredge. Our state does have a shallow water draft account that can take up the slack of about 66%
it is on us to do the balance. My thinking because it is a harbor of refuge and so noted on the maps and would be a core issue. the cor dredged it till about 6 years ago.
I talked to them they say it is their issue but they have no money for the project. In short F$^k you.
Any thoughts we thought about a suit to the core but that would be a joke and expensive,
WE WERE GOING TO MARK THE DEEP WATER PART OURSELVES TILL THE CG TOLD US IF SOMEONE OR PROPERTY DAMAGE IT WOULD BE OUR RESPONSIBILITY.
advice please...

We have a harbor up here on Lake MI that was also designated as a Harbor of Refuge. When the water was low a few years ago, it was pretty much closed. The local town suffered without the boat traffic and the Corps would not dredge. The locals ended up crowdfunding to buy a dredge. They do all of their own dredging now. You might call the harbor master there.

I recall your location when I planned to visit summer before last. The depth then, as you explained, was problematic for Aslan.

I think you are correct about the legal route. I imagine there are a whole lot of entities/locations in similar need of scarce ACOE money (including large sections of the ICW) and, therefore, ahead of you in the courts.

Lobbying your congressional delegation along with state and local leaders, while frustrating, can be effective. The self-funding is interesting, but still probably requires the permitting process which can be expensive and invites opposition from any anti-everything group--more lawyers.

Unofficial dredging takes place from time to time by tugs powering through the mud. Maybe y'all need a barge brought in for some reason or another.

There are some inaccuracies, however. The buoys aren't shifted, as stated. The Stono Inlet was declared a non-navigable waterway 15-20 years ago--there are no marks to be shifted. But maybe a similar plotted route in and out circulated amongst the users might be an alternative to physical markers. I know your harbor is very small and perhaps this approach might not offer enough precision. I've personally used informal range markers to negotiate unmarked or incorrectly marked areas by lining up landmarks.

BTW, never come in the Stono. It's bad news.

Good luck trying to get dredging permits in this country. We spend half our life trying to get permits to dredge at our Yacht Club, and we have a member that owns a dredging company. If it not eel grass, it’s Natcatcher mating season and who knows what else. There are a lot more protectected species than humans. John

Windmill Harbor, Hilton Head, has an approach fairway that silted up a couple of years ago. According to the boss, they had a tow boat back in and just chew up the bottom with its screws.

It's the same old adage over and over: Sometimes it's just better to ask forgiveness rather than permission.
 
2 seasons ago we had a national seashore that the private ferries were having trouble getting into.
they used what looked like metal poles with reflectors atop to mark their own channel.
 
To get around the liability of marking the channel, why not just line the channel with crab pots. They're not aids to navigation, they just happen to be along the side of the channel.

Although, then you'll get a citation for fishing with proper permits. :(

doug it out last year and have a 3 year maintance clause got permit
