46' CONVERTIBLE-Series I (1974 - 1981)
We received a lot of paperwork with our boat (78 46C) but don't have anything on the windlass. When you hit the line in pedal (the only pedal) you just hear the solenoid click. I haven't had a chance to check voltage at the solenoid yet.

I also haven't been able to get the drum to free spool. So... I don't know if I just don't know what I am doing OR the thing is locked up and that's why the motor isn't turning.

Advice before I go back with a meter?

If you want the drum to free spool you have to loosen the top nut on the windlass. The nut has 2 holes in it where a spanner wrench fits. The wrench is just a flat bar with 2 pins on one end. Doing that will loosen the clutch and allow the drum to spin.
As far as the inoperable motor goes, it could be you have a bad connection going to the motor. The solenoid might click and the motor not, because the solenoid only needs a small amount of current but the motor needs a lot more. Check all the connections from the battery to the motor.
It's also possible to be jammed up with rust. The windlass does leak water into the gearbox and if left unattended it could freeze up. Check the oil level in the gearbox. Remove the top plug and see if water comes out, if so drain and refill with 90 weight gear oil. Good luck
