Exhaust temp problem

One side of one of my 8V71TI’s is hotter at the exhaust elbow, than the other side by about 20 degrees at idle. I just did the heat exchanger’s, and intercoolers and today I pulled the elbow and tried Rodding the water passages in the shower head. I can put a garden hose turned on full blast and get a good flow of water out of the shower head with no backup. I am at a point where I don’t know what else to do. Both sides of my other engine stay right near the water temp at the injection elbow and one side of the other does also,
