Emergency Shut down Detroits

I'm trying to figure out how to reset the emergency shut down on a 73 8v71 Detroit. I have the manual but it doesn't tell you hot to reset it. What is the "Run" Position?

The shutdown is just flap that shuts off the air supply to the blower, you rotate the damper shaft until the latch pops down into a little catch, looks like it would be rotated in a clockwise direction on your photo you can see the flat that the latch catches on at around 10:00 on your damper shaft and when reset the flat will be at 12:00. also looks like your missing a small lever (extended roll pin)that you can use with your finger to rotate it with so you may need to grip the shaft with pliers.
