Following is broad understandable technical information I finally found regarding different antifreeze formulations and specifications for them. The following WEBA corp site reflects one maker of antifreeze additives; PENRAY is another. This WEBA discussion explains what ATA RTP 329 spec we need for Detroit Diesels actually means:low silicate!!!
Article 3 at this website provides details on antifreeze formulations for conventional (like powercool) and also newer OAT and HOAT formulations.

I decided to go with conventional formulation Detroit Diesel Powercool since its about the same price I can get Fleetcharge, another well know brand. Both of these are conventional formulations and can be rejuvenated via SCA's (supplementary coolant additives) instead of complete flushing and changing of engine antifreeze. Test strips determine when SCA's are required.
