You should be able to find the spec for locked rotor amperage. Put an ammeter on it and see how much it's drawing. If those two numbers match, it's toast.
If it wasn't the start/run capacitor, the compressor has probably seized. Unfortunately, I've seen that in marine, residential, and mobile AC and refrigeration systems.
