I just started reading Christian Adams' book, "Injustice". It appears to be a good, but discouraging book. Mr. Adams is the man who recently resigned his position as an lawyer with the DOJ over Eric Holder's insistance that he drop his investigation of voter intimidation by the Black Panthers.
The book's introduction describes a DOJ attorney, Charla Jackson who, with the authority and clout of the DOJ behind her, sues people and business that she determines are guilty of racial discrimination.
Ms Jackson has made it clear within the DOJ that picnics are racist and their origin comes from an old Southern family tradition of lynching people of color, apparently for sport. If you do not want to read the book, it is excerpted at this site.

Ms Jackson is a 1997 graduate of the University of Virginia and Howard Law School. Just who is to be credited for her knowledge of southern history and tradition, I do not know.
Apparently the picnic=lynching is some sort of discredited urban legend.
