A/C Compressor not even trying to start

Well I got the salon a/c unit working by getting the water flow up to par. But the bow a/c unit just doesn't even try to start it did a little now not at all.

I can hear the relay click on then click off but the compressor (seperated units) does not budge. Anybody have some detailed troubleshooting method. It is a Marine aire with IV controller.
