671TIs not turning over/Trans switch?

My 671TIs (JT) sometimes will not turn over until I move the transmission shift levers a bit. Is there a neutral switch/adjustment somewhere attached to the trans cables that I can look for? I have Capitol transmissions.

I have the same engines with Morse cable controls and without such an option. But your installation may be different. If so and you have cable controls, I'd expect a lockout switch to be located either at a control station or at the control lever on top of the transmission. With electronic controls it might be in one of your control boxes.
