replaced all gaskets , basket and impeller on stb' side sea strainer, now poor flow at idle good at running rpm, was all ok prior to upgrade, no drips at shut down any clues ?? port side is fine
 
How bout an outside chance the sea cock handle didnt reopen all the way. Assuming you shut the vavle before cleaning the basket. My handles were messed up last year and I thought it was closing but it wasnt. I found new handles and replaced them, Now it is clear when it open and closed. Just a thought.
 
Good thought but checked that first !!!!
 
How do you know it is low flow? I drove myself crazy trying to make both sides the same. Concluded many years ago and several boats as well, that they are different. Still don't know why. But have no issues.
 
Growth or debris on hull intake or collapsed wall in the intake hose? Just thinking out loud here.
 
Something not tight enough, sucking air somewhere. Perhaps not enough to leak water, but when under suction......
