1979 37C Over propped?

I finally found my notes from my sea trial with my mechanic in early July. He indicated the boat got out of the hole and ran great and a prop change was not necessary but you tell me. I have a tuna tower (eventuall will remove it)and was 3/4 full of water,fuel ect.
We have covington DD 671 TIs (390hp) hours unknown.
Props-Michigan 23", 22.010" pitch, 4 blades nibral cupped, 1 3/4" bore according to Accutech.

Starboard- rpm's WOT 2368, no load 2615
Port- rpm's WOT 2322, no load 2700
Photo tac with sync disengaged.

You would think the port WOT would be higher since the no load is higher!
At 2000 rpm's, sync on (2034 at the crank) it will do 19 knts with a clean bottom. I recall it did 22 knts WOT sync off. All the temps are fine no smoke or blow by.

I would start with an engine tune up first. Your WOT RPMs are not correct. Check the WOT RPMs with the throttle cables disconnected. They should not exceed 2650 RPM. Once you get that done. Then check the WOT LOAD again and go from there. You need to get the WOT no load correct first. That's where I would start. Maybe someone else has a different idea.
 
Thank you. I just assumed with the sync off my throttles were extended.
