Most of my seacocks for the heads are currently frozen in the open position.most of the handles are missing,stripped. What would be the drawback of adding a seacock onto the existing one?

I need to replace a rotted section of my bulkhead between the galley and the pilothouse due to a Leaky fb hatch i have the galley completely gutted, but i dont see how its secured to the floor or overhead. And how do i secure it to the remaining bulkhead portion?

The primary filter on my 12v71's had a bell shaped piece attatched to it. However i did not notice this until i found it at the bottom of the bucket. Does it go on top of the filter or the bottom?
