This is probably a stupid question, but I have to ask it..

You did elevate this end (red arrow) so that the unit is level across the blue line so you are physically binding the pin in its hole?

Yes, I secured it with TWO LARGE tie wraps. I took this photo before I secured it with the tie wraps.

The collar should be just below the rudder arm on the shaft.

I know I'm preaching to the choir on this... but there's no substitute for the right tool.
Once I got the mini-hydraulic ram pump set up, I had the pin out in 15 minutes... and that includes having to get a fitting to put between the ram and pin to complete the task.
