Any great ideas on how to put new life into old boat portlights?

If they are the plastic one, just buy new ones.
Many are changing over to stainless steel or bronze because the cost difference vs years of service is worth it.

If you are looking to clear/clean the lens, try using a buffer with wax. if that is not cleaning enough use something a little harder. if you scratch it you should be able to buff it back to smooth again. A good paint store (not home junko or losy) but a commercial auto/marine will have diferent "grit waxes wich should work.
I did it on mine once and it worked pretty good.
