If you are local to the area, it is part of the Coast Guard Sector Jacksonville's broadcast on channel 22 local notice to mariners during Right Whale Calving season (Jan-Mar?). Looking for the documents, I did learn this appears to be for the upper half of the FL. Spotting a Right Whale south of Port Canaveral is rare but the Port does abide by the specific Federal conservation laws for right whales'.

It is the same with the manatees. Recreational boats do not do this damage.

Well it does look like the whale killed by a Jarrett Bay off st Augustine… it does happen unfortunately but it s too rare to take the drastic action they re about to take
