twin DD only suck from starboard

I have a 1971 43DC with twin Detroit Diesels. The engines seem to run fine, but seem to only take fuel from starboard tank. Therefore, when low on fuel, the boat lists to port. What should I do? The fuel manifold valves all are set to open, so that, according to the manifold legend, the engines should draw fuel from both.

They shouldn’t all be open. The crossover should be closed, and the supply and return valves each set to their respective tank. If you leave the crossover open this happens, even if everything else is set properly.
