    The laws are not clear nor are they easily changed to be clear.

    The idea is to prevent people from doing exactly what some people do fo a business model. It's not smart, safe or in the spirit of the law but I'm sure many will disagree.

    Sorry, but I would be in violation of CFR69.2.9, section 4, paragraph 6 if I supply Kleenex on a bareboat charter.
