I am replacing the gaskets on my sea strainers. Is it good practice to use anti seize on the end cap threads?

On the threads only not the gasket surface.
Use "Loctite LB 8023 marine grade Anti-Seize".
It is a metal free / non-metalic based product so it will not interact with bronze, brass, aluminum or other base metals or mixing of metals.
It is also perfect to protect assemblies used in both salt and fresh water while working well in high humidity conditions.
It will help prevent galvanic corrosion.
Also ABS approved for marine/shipping industry.Tim

If you just hand tighten them, an occasional drop of penetrating oil works as well.
