Water Tank Repair

Previous owner cut a 3" hole in top of water tank and covered with tape??? Guess he wanted to see the float or or pickup tube?? I can glass a piece of g10 over the hole. But thinking ahead for any access, I thought of using 5200 to secure the g10. What say the group?

3 inch round hole? Get a round deck plate with a gasket and install it so you can get in there if needed.
Our water tank is pretty thin so you may have to epoxy, or 5200, a piece of G10 down anyway to screw the deck plate down or g10 cover with gasket down to anyway.
