Water depth has a lot to do with coming up on plane. Shallow water is better. BTW you "run" a boat, not "drive" it. Not trying to be a #$ck but, we gotta get you up to speed

+1 on water depth. Some boats do better speed in shallow water, some in deeper water. A larger motor yacht will vibrate/shake like a wet dog in water under 20 feet deep. Ever ride on the Cape May - Lewes Ferry? You can tell when you're near port when the boat starts shaking when it gets to the shallow water.

If you were measuring speed with GPS then I would definitely say it has to do with current.
Speed thru the water should be relatively constant(speedometer) but speed over the ground (GPS) changes with wind and current.John Novotny
