Update on battery situation.Ship has four -8 batteries.2 are house2 are engineEngine bats will only provide approx 360 cranking amps.Electrician stated all four batteries are bad, need replacement.He found battery charger was working and doing it's job.So, now at least I know the issue...

Im really confused. Do you have a 16 volt system with two banks? Usually 4-8 volt batteries make one 32 volt bank. Never heard of a 16Volt system

For that size boat and $$ invested replacing ALL batteries since questionable is a cheap easy path to happiness. Any issues from there on are charger or load related. Both of those issues are impossible to pinpoint with weak old batteries. One bad cell will allow others to over charge and show proper voltage while the beginning of the end has come. Next dead cell means STUCK!

I have a 1989 Hatteras 45 in Cabrillo Marina. I just had to replace both of my batteries.
You should check out Icon marine:

It's a commercial marine supply store right next to the cruise ship terminal, behind the West Marine.
They are only open weekdays, which can be a pain, but it's a neat place, and prices there are usually WAY
cheaper than West Marine.
I get my zincs, racor fuel filters, oil filters, and 5 gallon buckets of oil there, in addition to some other random stuff.
I bought my 8D deep cycle batteries there: $263 each (plus core fee, which they didn't charge me--just made me promise to bring the old ones in).
You might be able to find a cheaper battery someplace else, but Icon was easy and they are very friendly.
Call them first to make sure the batteries in stock. If they don't they can bring them in within a matter of days.
Also....my favorite place to get fuel in the area is Maxum Petroleum in Fish Harbor. If you call, they'll give you the price over the phone. The guys there are super helpful and attentive. Probably most importantly, it's really calm in Fish Harbor. They'll give you a 10% discount if you write a review for them on Yelp.Amalthea
